To share state of the art knowledge on two bold and pertinent thematic areas     viz. local governance & texts and contexts

To inform policy and new practices at the local, national and regional  level

To feed recommendations and knowledge contributions into the national plans    of action corresponding to the EFA goals, the SAARC  Social Charter, and    MDGs

To explore institutional and program support for making this   conference into a    biennium event hosted by a learning consortium  across South Asia to be called    South Asian Forum for Education Development (SAFED).
